Australian International Student Strategy

International Students Strategy for Australia released.

The wellbeing of international students, the quality of their educational experience and the provision of up-to-date and accurate information are central to the Council of Australian Governments’ (COAG) International Students Strategy for Australia released today by Minister for Tertiary Education, Senator Chris Evans.

The Strategy outlines 12 initiatives to address four key areas of concern including: international student wellbeing, consumer protection, the quality of international education and the availability of better information for international students.

In April this year, COAG committed to a range of practical initiatives to better support international students, as part of the Strategy. These include:

* A national community engagement strategy that will facilitate connections between international students and the broader community, including increased understanding of rights and support services;
* The development of an International Student Consultative Committee in the first half of 2011;
* The Study in Australia information portal, which has been providing authoritative, comprehensive, accurate and up-to-date information for current and prospective students on studying and living in Australia. The portal has been active since 1 July 2010, with information in 12 languages.
* Overseas Student Health Cover (OSHC), which is now compulsory for international students for the proposed duration of their student visit, not just their first year.

Other measures outlined in the Strategy include international student surveys, the requirement for providers to develop student safety plans, the establishment of provider closure taskforces, and a strengthened Australian Quality Training Framework and Education Services for Overseas Students (ESOS) Act.

Senator Evans said the Strategy will help promote a broader understanding of the benefits brought by international education to Australia and the countries from which international students come.

“It will also place Australia's international education on a more sustainable basis,” he said.

“This approach complements the Government’s response to the Baird Review and builds on initiatives undertaken at all levels of government to improve international students’ experiences in Australia.”

The Strategy is available on the Council of Australian Governments’ website.


So nothing has changed then? Further consultations, "relaunching" the existing Study in Australia website that has been running for near 10 years, since when was OSHC not compulsory....? Still no puplic transport concessions in Victoria etc.?

If Australia and the industry was serious they would conduct marketing, that is talking with existing students onshore, and alumni offshore..... unfortunately Australian education confuses short term recruitment and administrative activity with marketing......

Australia "dumb blonde" of International Education

The dumb blonde of international education. THE new International Students Strategy for Australia released on Friday included much sensible sentiment. But unfortunately it failed to address the crucial challenge to re-brand Australia as a premium education destination.

This won't be easy. Only recently British branding expert Simon Anholt labelled Australia the world's "dumb blonde". It was telling that he chose a conference on international education in Sydney to deliver his "attractive but shallow" blow to the national ego.

Few industries are more vulnerable to such perceptions than the $18 billion education export sector, especially as the strengthening dollar brings the cost of an Australian tertiary qualification to within par of our main competitors, the US and Britain.

But while most exporters are realistically lamenting the dollar's rise, a robust, resilient Australian economy represents an opportunity the education sector must grab. Education exports must be taken as seriously as tourism, with a government-backed global campaign to match. And we need to do so decisively now or face a 20 per cent slump in commencing enrolments by as early as next year and a $2bn hole in returns.


All well and good, but begs the questions, why weren't such actions taken earlier by the industry, especially when Australia was not the first choice for the best students? Further, for Australia to be an attractive destination it must be competitive compared with US, UK and Europe, i.e. not only be a very good place to live and work while studying, but potentially for permanent residency, if skills are needed. However, the domestic "immigration and population" debate precludes any sensible policy or discussion, especially when outcomes of immigration are generally seen as negative, and unwelcomed, by Australians.

Queensland Mining Immigration Skills Shortage

Looming labour crisis in Queensland will force new wave of immigration. A LOOMING skills crisis will force Queensland to look to overseas migration to supply thousands of skilled workers.

The shortage is the result of a booming mining industry and the imminent retirement of waves of baby boomers, and flies in the face of growing calls for migration caps.

The lack of skills has already led to an admission from the mining sector some coal mines could be forced to close because of a lack of highly qualified safety officers who must be on site at all hours of operation.

Business expects more than 4.4 million workers will be needed nationally over the next 15 years simply to replace retiring baby boomers, while another 4.8 million workers will be needed to deal with growth.

Australia International Education and Student Problems

Addressing Australia's international student crisis. One of Australia’s leading educators has called on the recently elected Labour Government to make a firm commitment to the country’s international education industry. Hospitality Training Association (HTA) CEO Phillip Charlton says the Australian economy could lose billions of dollars if Julia Gillard’s government fails to counteract immigration policy changes that have left the industry in turmoil.

International Student Visa applications and approvals in Australia have fallen sharply in 2010, with the Australian Department of Immigration and Citizenship (DIAC) reporting a 30 percent decline in international applications....

....“And as we have now seen the Australian election focused very heavily around immigration and border security which resulted in mixed messages and public confusion as there was no differentiation between migrants, boatpeople, refugees and international students.”

Would agree but the industry itself has been remiss in not explaining the benefits a generation ago to Australia.... like Phillip Charlton has here.

However, as an Australian I am embarrassed by how politicians, media and society have been complicit in allowing the conflation "around immigration and border security which resulted in mixed messages and public confusion as there was no differentiation between migrants, boat people, refugees and international students".

That seemed to be the point i.e. avoid accusations of being at worst racist, at best condescending.....

Australian International Education Overseas Students University Income Immigration and Population

Come to our international rescue. A DROP in foreign students will have crippling economic and social effects. FOREIGN students are in retreat, with universities vocally predicting alarming repercussions.

Monash appears to be the first Group of Eight casualty. Prospective students say new rules, for student and residency visas, put Australia in the too-hard basket. Immigration Minister Chris Bowen defends the reforms. We need to ask him why we continue to put all foreigners - migrants, refugees, international students, international visitors - into one simple category, thereby undermining our relations with the rest of the world. Of the 630,000 students in the country in December last year, fewer than 10 per cent will become permanent residents this year. What do the other 90 per cent do? If they are not still studying, they go home, they provide benefit to their communities from their experience in Australia, they become ambassadors for our country. This complements the work of Foreign Minister Kevin Rudd and Trade Minister Craig Emerson.


Vice-chancellors call for student visas. FOREIGN students should be given a special visa and taken out of the immigration statistics. This would quarantine education from the overheated politics of population, according to University of NSW chief Fred Hilmer. The visa would allow a student to stay for a qualification plus two to three years' work experience in a related field. Any request to migrate would be dealt with separately in the immigration system. "But you don't count those [students] as immigrants, they're not entitled to be immigrants. It will dissociate study from immigration, it will depoliticise it," he said. Students visas bring no entitlement to migrate but, beginning in 2001, policy helped create an industry based on qualifications that led to skilled migration.


Overseas students less able to afford us. OVERSEAS students yet to decide where they will study are less able to rely on money from parents, just as Australia becomes a more costly choice. Researcher Rob Lawrence said a September survey of 1127 potential overseas students suggested a more price-sensitive market for Australian providers. "Contrary to last year, when [students] were saying that parents entirely funded them, it now seems that more and more students are going to have to be self-funded alongside their parents," he said. More than 50 per cent of prospective students could not rely on parental income alone. "That means we're going to have to [recruit students] who can afford to come here in an era when [education and] living costs are rising," Mr Lawrence said. More than 60 per cent of prospective students expressed very high levels of agreement with the statement that "Australia has increased the costs of education".


The Elephant in the room, or the phenomenon that hath no name in Australia..... Surely these issues should have been identified some years ago when politicians, media and anti immigrationists started an orchestrated campaign, viewed by many as a proxy racist or "white Australia" debate, targetting foreigners, refugees, immigrants, overseas students, population growth etc. for political gain and personal beliefs.

Ausztrália Bevándorlási ve Oktatási Hírek AIEC Budapest

A külföldi diákok száma esik. Tavaly decemberben 630 000 külföldi diák volt Ausztráliában. Idén kevesebb, mint 10% kap állandó lakosi vízumot. Mit csinál majd a többi? Folytatja a tanulmányait vagy visszatér a hazájába. Az angolt tanuló diákok száma a felére esett. Decemberben még 42 000-en voltak, augusztusban már csak húszezren.

A múlt héten az ausztrál nemzetközi oktatás érdekvédelmi szervezete konferenciát tartott. A helyzetük nehézségét mutatja, hogy csak egy ellenzéki szenátor vett részt. Most a legnagyobb feladatuknak azt tartják, hogy meggyőzzék a canberrai politikusokat arról, hogy ez így nem lesz jó.

Australian International Education and Tourism Australia Model

Education told to follow tourism lead. AUSTRALIA needs a co-ordinating authority similar to Tourism Australia to help solve its problems with international students, says the head of one of the peak bodies in the field.

Stephen Connelly, president of the International Education Association of Australia, says such an authority could investigate the impact of regulations, such as student visa changes, before they are made.


Well there could be an over arching virtual based marketing model versus existing physical event promotions requiring international travel.... think the nature of Australia and education, most prefer blurred lines of responsibility and accountability across states, sectors, bodies etc....

Australian Racism Monash University International Student Enrolments

Tertiary education feels the big pinch. THE education sector was always going to be subject to the negative side of the two-speed economy, along with tourism and other services and whatever manufacturing is left. As mining exports and the resurgent farm sector drive the dollar to parity with the US dollar and beyond, and the currencies of rival educational host countries such as Britain take a dive, the cost advantage that our universities and colleges had come to take for granted has been eroded...

Monash University is not some dodgy vocational college getting its just deserts for rorting the student visa system as part of an immigration racket. It is one of the leading eight universities that regularly figure on lists of the top-ranked institutions globally, and a centre of world-leading research. It is now laying off 300 staff and cutting $45 million from its budget, as a result of a slump in overseas student enrolments. Curtin University in Perth, another highly respected institution, is warning of an overall 30 per cent fall in enrolments by 2015 that could strip 36,000 jobs and $7 billion in revenue from the system.

One of the reasons cited by university heads is a national image problem. This is not the perception of Australia as the ‘‘dumb blonde’’ of the world, as suggested by a British branding specialist, Simon Anholt, and perhaps encouraged by the antics of Tourism Australia. This would at least look friendly, if not touting any intellectual depth. It is a resurgence of the image, particularly in Asia, of Australia as a deeply racist country.

Glyn Davis of Melbourne University says the actual and perceived racial overtones of attacks on Indian students have done huge and lingering damage in that market, with enrolments at tertiary level falling 80 to 90 per cent. The recent uproar over stupid and racist internet comments by a couple of Victorian policemen showed how fragile is the recovery from the rash of violence last year.

Fred Hilmer of the University of NSW has meanwhile returned from a tour of several major student recruitment countries in the region with the depressing assessment that we have a ‘‘brand’’ problem. This year’s election campaign with its fear-mongering about boat people and a ‘‘big Australia’’ had made people in Asia feel they were no longer welcome. Student enrolments could be the ‘‘road-kill’’ in this game of political chicken.


Good to see no lack of irony in Australia, in fact Monash University, albeit indirectly, could be blamed for the thinly veiled racist rhetoric that has become part of our political and media landscape whether it be debates about education quality, visa rorting, immigration, social cohesion, environment, population growth, employment skills etc. Why?

Because Monash University's Centre for Population & Urban Research CPUR run by Dr. Bob Birrell encourages neo white Australia propaganda masquerading as "demographic research".

Cooks Chefs Waiters Australian Hospitality Skills Shortages Return

Waiter... waiter! AROUND a smart restaurant table, friends are chatting and laughing as they look forward to that first glass of red wine. A bottle has been ordered. A minute later, the waiter, a matter-of-fact young woman, arrives and puts a bottle on the table, cork removed. It’s not what was ordered. “We’ve run out of the other one,” she says, unapologetic. “This is better.” And off she goes.

That wet-behind-the-ears young man who can’t tell you the fish of the day? His female counterpart who pours shiraz into your pinot? Get used to it. Standards of restaurant service are declining everywhere in Australia as an ever-increasing number of operators fish in a stagnating staff pond.

“This is how it goes these days, unfortunately,” says Matteo Pignatelli, a Melbourne restaurateur and president of Restaurant & Catering Victoria, on the subject of the modern job interview with prospective waiters. And for a single-restaurant operator it is, to use the political argot of our times, a new paradigm. “You see,” he says with resignation, “nowadays the staff interview you.”...

...And one of the most obvious areas of cutback in that sort of setting is in staffing and staff training, she says.
Mid last year, chefs were removed from a list of preferred trades and professions to be fast-tracked into employer-sponsored residency and allowed to work in Australia. According to many in the industry, it came at a time of relative equilibrium in the restaurant jobs market.

But now? “There are just not enough people in Australia able to deliver business growth especially in this time of almost full employment,” says Wolf-Tasker, who is on the board of Tourism Victoria. “Discussing cutting immigration in the face of these figures makes no sense. And removing cooks from the SOL [skilled occupation list] would be laughable if it weren’t so tragic.”

Wolf-Tasker does not want to be seen as advocating “willy nilly” what she calls restaurant “industry fodder” (low-skilled workers) but, like anyone else with a business largely dependent on tourism, she’s concerned that Australia will price itself out of the service industry in the same way that we priced ourselves out of manufacturing.

“The fact remains that many countries with thriving hospitality industries support business growth with various easily obtainable temporary visa arrangements,” she says. “The UK hospitality industry is a prime example. There are people in many nearby countries who would welcome the opportunity to work here in a training/unskilled capacity as well as in a skilled capacity.”

Australian Immigration Overseas Students Inflation Skilled Workers and Workers' Rights

Migration rules bring danger of inflation. THE drop in overseas students could lead to inflation and higher interest rates as the skills shortages bite in the resurgent economy. Independent forecaster Chris Richardson, head of Access Economics, told an international education conference yesterday that changes to migration rules "came at exactly the wrong time".

And he said the government should grandfather international students who had been caught up by changes to the skilled occupations list and were now on 18-month bridging visas.


New immigration booklet for workers launched. A new information booklet has been launched that will assist workers from overseas to know about their rights and help reduce the incidence of exploitation in the workplace. The booklet, produced by the Department of Immigration and Citizenship (DIAC), is unique in that it is the first time the department has produced a publication specifically for workers.

Entitled Your rights and obligations – immigration facts for workers, the booklet covers basic protections and entitlements, work rights, visa choices, employer obligations and using a migration agent.

ELS Australian University Plans Challenge to Navitas?

ELS plans language centres on campus. A SUBSIDIARY of language teaching giant Berlitz is planning to establish English teaching schools for foreign students at several Australian universities.

ELS has almost 50 schools with 15,000 students in the US and plans to expand into Australia and Canada. ELS offers its own certificate of English proficiency, which competes with the widely accepted IELTS and TOEFL qualifications.

More than 600 US universities use the ELS 112 certification and 46 of them have an ELS language school on campus. The company also has a network of 1200 recruiting agents across the world looking for students who want to study abroad.

The company has been eyeing the strong growth in international student numbers in Australia, which it sees, along with Canada, as the next frontier. It has begun talks with several Australian universities.

Australian International Education Exports and Skilled Immigration

Foreign students in retreat. MONASH University is poised to slash about 300 staff and shave $45 million from next year's budget as a nationwide slump in international student enrolments begins to bite. In another ominous sign for the nation's multibillion-dollar education industry, Monash has predicted a fall of 10 per cent or more in its foreign student enrolments next year.


Skills shortage start to hinder projects. To maintain a competitive economy, more skilled workers are needed, write Lucy Battersby and Mathew Murphy. A FAILURE to match education, immigration and training programs with future labour requirements is setting Australia up for a second skills shortage and constrained economic growth.

reads.


Ruling opens door for retesting of language skills. A HIGH Court
victory by Brazilian student Marcos Berenguel is increasing the
already considerable pressure on Australia's skilled migration
policy. It allows graduates to overturn the refusal of skilled
migration visas on the basis that the Department of Immigration and
Citizenship failed to take into account up-to-date English test
results. "It wouldn't be an exaggeration to say there could be
thousands [of former foreign students] to take advantage of it,"
Sydney immigration lawyer Peter Bollard said.

Australian Immigration Slowdown, Economy and Property Too?

Immigration slows further - ABS data. NET immigration is down sharply, by around 170,000 on an annualised basis, compared with the peak rates recorded a year and a half ago.....At the same time, 30,670 people left, intending to stay away for the long term or permanently.....The balance, the net inflow, was 12,470, compared with 20,130 in August last year.

The figures are not seasonally adjusted, but it is still clear that the net inflow of people to Australia has slowed sharply....

....In other words, if the trend in net immigration continues at the rate of the most recent few months, by early next year we will be seeing full-year totals of barely half the number seen as recently as last winter....

....From an economic perspective, the implications are varied.

On one hand, it means the potential for economic growth is more limited than currently supposed.
The supply of labour is a constraint on growth, so the slower growth in the supply of labour means that constraint will be reached sooner.....

Slower immigration also has implications for the housing market. Fewer new households being formed means fewer new homes will be needed. Builders may have less work on their order books than they expected. But those looking to buy a home may find fewer rival bidders and less pressure on prices.

Audit slams education oversight. OVERSIGHT of Victorian vocational education and training is failing to ensure institutions are up to scratch, the Auditor-General has found.

Auditor-General Des Pearson says the Victorian Registration and Qualifications Authority ''cannot reliably assure that it has effectively regulated VET providers''.

The report says the authority has been slow to implement important changes to the way VET providers are regulated, and has kept incomplete records of registration. It says there is no oversight of assessors' work, and the authority ''does not quality assure the work of its staff or contracted auditors''.

It is the role of the VRQA to monitor the performance of Victoria's almost 1200 VET providers and ensure they meet minimum standards. In recent years the industry has taken a battering as reports of dodgy colleges exploiting international students and providing substandard qualifications surfaced.

Quality providers have been complaining for some years about this issue.... but there seemed tobe more attention paid by state agencies, media, politicians, TAFEs and universities about attributing blame to international students,agents and private sector.....

The Auditor Generals in each state could also invetsigate state sector i.e. TAFE, universities and Departments of Education, regarding their international education activity offshore e.g. $500 million spent annually on international travel to "events" masquerading as "international marketing" (when most effective is via internet and agents), failed offshore projects and industry conferences e.g. as we speak the European Association of International Education EAIE annual conference attracts near 100 Australian university personnel....the same education sector that now has its hands out for more funding from government will no doubt be desperate for more next years as international student commencements decline further but will never cut their travel costs....

Put out the welcome mat, our country needs these people. MILLIONS of skilled workers are without jobs in the US and Europe, but their loss could be our gain.

THE economic crisis engulfing Europe and the US presents the federal government with an opportunity to bolster Australia's over-stretched skilled workforce. Yet populist policy is driving against it by triggering a poll-driven cut in the migrant intake.

As the Australian economy surges towards full employment, Canberra is failing to seize the moment and attract exceptionally qualified people from troubled Western economies suffering double-digit unemployment.

Immigration Minister Chris Bowen tells Focus the government "does not target workers from specific countries", which doesn't sound like good policy...

.....Recent trends in immigration show Australia's intake of permanent settlers is moving away from taking migrants from English-speaking countries and that the intake from advanced economies such as the US and western Europe remains abysmally low, despite the desire of many of their citizens to emigrate.

Immigrants from Britain and NZ, traditionally Australia's biggest countries of origin for immigrants, were eclipsed by China and India in the six months to December last year. In the previous 12 months Britain had been well ahead of China, but it is now ranked second, followed by India.

''Marketing and promotion and retaining clients are things businesses want to address and the internet is a huge opportunity for Australian businesses,'' Mr Smith said.
