TAFE University Degrees, Colleges and Polytechnics
This initiative is part of the push to win commonwealth funding for degrees in the post-2012 uncapped system. A blueprint for the tertiary education sector will be discussed by the TDA board in Brisbane tomorrow. It includes protocols for a new category of non-university institution that would offer degrees at bachelor and masters level in additional to vocational courses.
An early draft seen by the HES proposed naming masters degree offering institutions polytechnic universities or university colleges. Providers offering degrees at bachelor level only would be dubbed polytechnics. But the HES understands the final version avoids any new nomenclature.

Avustralya Mesleki Eğitim Kurumu Technical and Further Education TAFE

TESK Hotel´de gerçekleşen açılış töreninde konuşan TESK Genel Başkan Bendevi Palandöken, Türkiye´de genç nüfusta işsizlik oranının yüzde 20´in üzerinde olduğunu ve bu sorunu çözmek için vasıflı eleman ihtiyacını karşılayacak ve yeni esnaf modelinin gelişmesine katkı sağlayacak bir çalışma başlattıklarını söyledi.

The international education sector is hoping Mr Crean's experience as trade minister in the Rudd government will help to convince the government it needs to do more to address a downturn in student numbers, which is already hitting the English language and vocational sectors.
More than 15 per cent of university sector revenue comes from international students.
The International Education Association of Australia said it was seeking "an early discussion with the minister to mount an urgent strategic communications campaign directed at parents, students, overseas governments and education agents during this period of potential crisis."

They could try to explain that the industry as established by Dawkins, benefits Australians of both sides of politics and all ages, it is not just a system for perceived rorting by those Asians.....

Australian Population Growth, Sustainability, Immigration and Skill Shortages
Prime Minister Julia Gillard distanced herself yesterday from the idea of a ''big Australia'' of 30 to 40 million people favoured by her ousted predecessor Kevin Rudd, but Mr Stanhope said he wanted the ACT to grow by up to 140,000, or more than one third of its present population.
Immigration policies expected to change as high-growth target goes. SUSTAINABLE Population Minister Tony Burke says the government will adjust immigration policies so populated regions are not stretched. But the policies would ensure skills shortages were filled.
After Julia Gillard declared at the weekend she did not want a "Big Australia", the Business Council of Australia, the Australian Industry Group and the Australian Chamber of Commerce & Industry all warned that growth was needed to support the economy and offset the ageing of the population. Demographers said if the new Prime Minister did not want to reach Treasury's forecast 36 million people, she would have to cut immigration.
Playing politics on population. JULIA Gillard's rejection of Kevin Rudd's "Big Australia" goes dangerously close to cornering her into a low-growth economy. The momentum from the strongest population growth since the 1960s was one of the chief reasons Australia sailed through the global financial crisis.
Australia has plenty of room for 40 million people if we manage it properly, whatever the new Prime Minister says. We need more immigrants, not just to fill labour shortages in the resource states but also to satisfy the demands of a richer-growth economy pumped up by the mining boom's bounty.
But Gillard is being driven by the politics of rising traffic congestion in Sydney and our other big cities, the pressure for higher urban housing density and double-digit price inflation for household electricity, gas and water. Gillard's early rhetorical move on population, aimed directly at Labor's western Sydney heartland, reveals its role in Rudd's demise.
West desperate for workers, say business. WESTERN Australia's peak business body has warned Julia Gillard the state is desperate for workers and migration has to increase. WA Chamber of Commerce & Industry chief executive James Pearson said unlike parts of the eastern states, where there were issues of overcrowding and congestion, West Australian employers needed workers.
"In Western Australia, we are desperate for workers, we need almost half a million over the next decade," he said. "We have to get a lot of them from overseas . . . if we don't get them, then the WA economy will not grow to full potential and that means that the rest of the country will not have the benefit of extra investment and, ultimately, the extra jobs for Australians in the eastern states as well as WA."

''In particular, private colleges heavily exposed to international students will be severely impacted. I expect to see college closures in the coming months, [and] such closures will result in reputation damage for all Australian educational institutions.''

Australia has been subject to US style conservatism that transcends political parties who have become Pepsi vs Coca Cola..... like creationism entered US mainstream through school curricula and media while being euphemistically known as "intelligent design" backed up by "research", think tanks, personalities etc. racism has entered the Australian mainstream. This is exemplified by scare stories, "research", etc. about population growth, overseas students, concern for the environment, boat people, and more, being used as proxies for anti immigrationists, racists etc. to implement a neo white Australia policy.....
At best, shows an absolute lack of leadership in politics where neither side of politics will discourage Australians from holding racist views.... Julia Gillard, the new John Howard?

Australian population and immigration growth slows
....Public concern over rampant growth and its effect on liveability led the Federal Government to cut migration by more than 20,000 places last year. A major national survey on social attitudes recently found that more than two-thirds of Australians believe the population is big enough. The ABS data reveal that net overseas migration fell by 24,000 to 277,700 last year. There were 295,700 births in Australia, a drop of almost 5000 compared with the year before...
...Australia now has 22.2 million people, up by 432,000 since 2008. The growth rate slowed to 2 per cent last year after peaking at 2.2 per cent in 2008.
By early 2011 will have slowed even more.... then by mid 2011 the federal government will realise that immigration growth, i.e. numbers of permanent residents, not temporary as included in population, such as large but decreasing numbers of overseas students, needs to increase as baby boomers start retiring en masse thia year and tax base decreases while demand for government services such as health, pensions etc. increases... but then again, racists, anti immigrationists, politicans, media, demographers etc. would not be able to run scare campaigns in the media... so while scare campaigns had been active in 2009 about supposed run away population growth, the population growth rates had been slowing significantly....

Australian education market, overseas students, immigration policy, visa bill and Asia
Universities Australia chairman Peter Coaldrake has warned the federal government the sector isn't exaggerating its fears that changes to immigration regulations threaten damage to international student markets that are already vulnerable because of the high Australian dollar and increasing competition....
....Monash University vice-chancellor Ed Byrne said the sector and government needed to get on the "front foot" and reassure markets that Australia still welcomed international students and offered pathways for them to stay.... ...But University of Melbourne migration expert Lesleyanne Hawthorne said universities would benefit from the changes. While the sector as a whole was facing a significant downturn, she expected ongoing growth for universities as students rapidly attuned to the new settings.
"We are in a transition that we needed absolutely to have," she said. She said the new priorities on employer and government sponsorship for permanent residency would encourage students to take high-quality degrees to maximise their chances.
"Students will realise very quickly that in this changed system they need to invest in high-quality courses, in reputable institutions, and they would be sensible not to study in an oversupplied field such as business," she said.
Professor Hawthorne regularly researches key competitor Canada and believes that even under the new settings Australia remains attractive for students wanting to pursue permanent residency. "Students aren't going to find an alternative quick and easy, cheap, study-migration pathway," she said. "It [the new system] is a much more complicated system, but it isn't in the least hopeless for the study-migration pathway."
Sector calls for government to kill visa bill. STUDENTS and universities fear the consequences of residency changes. UMUT Ozguc is the kind of foreign research talent Australia needs in order to to fend off the skills shortage, but she is worried she may have to pack and leave the country in 28 days under proposed visa changes.
Universities Australia has called for natural justice for overseas students caught up in the government's crackdown on dodgy colleges. Ozguc, meanwhile, describes the latest moves concerning residency applications by former overseas students as undemocratic....
....Monash University demographer Bob Birrell says these students - here before the February announcement - could apply for this bridging visa when they finished their courses, even if their occupation was not on the new skilled occupation list.
"So in this sense, overseas students have actually been favoured relative to other potential applicants for Australian visas," Birrell says.....
Obviously Australians have lost their sense of irony and ability to reflect, especially so for Monash University's Ed Byrne? His own employee demographer Dr.Bob Birrell of the Centre for Population and Urban Research, in addition to University of Melbourne's Lesleyanne Hawthorne, have been both informing politicians, media and society about population, immigrants, refugees, overseas students, foreigners and related, in a less than postive light thorugh ambiguity and "dog whistling".
This has been exemplified by their choice of research, methodology and ignoring or avoiding scrutiny of the benefits of immigration. Hawthorne's comments basically applaud restrictions that she assumes will lead to increases in "higher quality degrees" but it is unclear what she is trying to say? What may be more important is that study pathways attractive to "Asian" students have been closed or will be more difficult leading to decreased Asian immigration?
Birrell and Hawthorne seem to represent the ageing and baby boomer generations of white Anglo Australians who have reaped the economic benefits of trading with Asia, but like John Howard, rejected "multicultural" Australian society and are not comfortable with increased social mobility with Asia?
They may be happy to know that more (Asian) immigrants will be fully assimilated Australians as we become, like Governor General Bill Hayden once said, more Asian and "cocoa" coloured through high rates of inter marriage to become the best looking people in the world :) However I do not think this is what they have in mind..... being influenced by US based anti immigration groups who fear Hispanics, Asians etc. cloaking outdated racial attitudes.

AEI Australian Education International: Educational diplomacy scapegoat?
At a function a week or so ago which launched a new Soft Power and Public Diplomacy project at Macquarie University, I discovered that the international promotion and marketing function of Australia Education International was to be transferred, with little fanfare, to Austrade.
Why is this significant? Or even interesting?
AEI had a busy year last year. Indian students crisis. Private international school scandals and closures. AEI's handling of these crises may not have been optimal. In a blog post last year, I was somewhat critical of its efforts at public diplomacy in a year which saw Australia's lucrative education industry lurch from one crisis to the next...
..Yet it would be overly simplistic to suggest that this collapse was only of AEI's making. The systemic problems which revealed themselves during last year's imbroglios require more than a transfer of oversight from one bureaucracy to another. As Michael Wesley argued in his policy brief about the international student crisis, Australia's poisoned alumni:
Education institutions need to be subjected to much greater oversight of quality, affordability, value for money, and provision of student welfare. Measures to address the inequality of treatment and entitlements between domestic and international students should be addressed. Ombudsmen should be established and provided with real power to investigate and make recommendations. Stricter oversight of overseas student recruitment, working conditions, and foreign student integration measures is needed.
AEI, Austrade, IDP, university sector have all been remiss by focussing upon sales, personal interest etc. at the expense of good marketing i.e. providing quality education through what the "user" specifies (students, families, employers, governments, sponsors etc.).... as taught in university marketing departments.... From personal experience one is yet to be convinced that these organisations' work in the international education sector is no more than public sector "job shops" providing international travel opportunities.... Australian universities and TAFEs' travel and accommodation expenses come in at round $AUD300 million per year, and who are the major recipients for marketing services again in the millions on top of this figure? AEI and Austrade.....
Further, one would think that one of Australia's national symbols the emu should be replaced by the ostrich? Has no one in media, education sector or society made the linkage between Australia's politicans playing the race card and hard line attitudes toward foreigners whether they be refugees, immigrants, international students etc. in the past ten years and issues that have emerged?
For all intents and purposes one could not blame Asia for thinking that a neo "white Australia" policy has been introduced as all focus has been upon Asians whether that be moslems from west Asia or Indians from the sub continent, or Chinese etc. while not a single Brit or European has ever been accused of rorting study or immigration visas, buying up property etc.?
University job losses
The university’s vice-chancellor Professor David Battersby told a meeting of School of Business staff last week that some staff whose contracts expired before the end of the year would have them renewed.
Academic staff on contracts, in particular, were concerned they might not have enough time to get jobs at other universities.
Australian University Overseas students set up task force
The task force, made up of students from a number of countries, is preparing a survey to help tackle issues such as racism and harassment, social interaction and teaching quality. It will present the survey findings to the universities, state and local governments and set up student forums for discussions.
A spokesperson for a student group said feedback showed many students "didn't feel they had any opportunities to voice their opinions".

Shares in Navitas, the only listed education provider and Australia's biggest private college, have outperformed the market, which began tanking in April.
In theory Navitas, which focuses on getting foreign students to university standards, should be staring into a revenue abyss...
....In March, Navitas's academic enrolments rose 17 per cent, with flat English-language demand. He was confident of similar double-digit academic growth in June, with English again flat, but not going backwards....
.... Founded from humble roots in 1994 as a 200-student collaboration with Edith Cowan University, Navitas now boasts a $1.5 billion market capitalisation and although the stock isn't especially liquid its performance has been consistent enough to attract analyst coverage from brokers.
Mr Jones said until recently Navitas suffered from being a stand-alone stock, rather than part of a well-researched sector.
He said it sat in a space no one quite knew how to deal with.
"It took us ages for the market to understand what we were about and while we tried to explain it, to some extent it fell on deaf ears," he said.
Management's challenge now is to justify the stock's steep trading multiple, 25 times current-year earnings, in an industry facing adjustment as the student cash cow runs dry....
Which is being facilitated by strategically placed articles and spruiking in the media.... Curious as to beginnings of Navitas, public universities allow a private company owned by (former) staff members access to university resources without public tender to run preparation courses? Former director includes the infamous Trevor Flugge formerly of AWB?
International students numbers from Assessment Level 3 and 4 markets namely China, India etc. will not be clear till 2nd half of this year as many June commencements, and possibly September, would have applied under less stringent old student visa system up to 31 December 2009 (plus onshore transfers from private colleges).
Of late new SOL has introduced uncertainty, even if many occupations are university study based, no guarantee they will remain on the SOL..... DIAC has shown form in sudden changes which affects how students choose a study destination.
Further, September is the main start point for competitors in northern hemisphere namely UK and US, while bulk of Navitas income is still via Australian university pathways? Navitas US and UK partners are not exactly top of the pops in those markets.

Overseas students to suffer under SOL Immigration and Visa changes
Immigration minister Chris Evans announced the changes on February 8. Among the changes was a new list of skills and occupations that would qualify overseas workers for the program.
The skilled migration program is aimed at attracting overseas workers with skills Australian business needs. These skills, listed on the immigration department’s Skilled Occupation List (SOL), contribute to eligibility for permanent residency.
University of Ballarat redundancy talks today
The University's Vice-Chancellor Professor David Battersby announced last month voluntary redundancies would be offered to all staff.
The move was partly in response to an $8 million revenue loss the university expects from a drop in international student numbers.
At the time, Professor Battersby said the redundancies would offer staff the chance to take extended leave without pay for study, travel, parenting or being a carer.
"Our workforce is our most valuable asset, but it's also our most costly," he said.
"This is about being agile and flexible as a university."

Australian Immigration and Population Policy Debate
Former NSW premier Bob Carr will head a panel which will say the population is heading towards unsustainable levels.
A business team chaired by Heather Ridout, of the Australia Industry Group, sees high growth as the key to prosperity.
The third panel, to be headed by demographer Graeme Hugo, has no strong opinion on numbers but wants better planning.
Population Minister Tony Burke yesterday said the three would draft an issues paper on population growth.
The government has been trying to ease the concerns of Australians opposed to rapid population growth and immigration as they see resources stretched, and those who want more immigration to fill skills shortages.
And I bet Bob Carr will be drawing upon the "research" of anti immigration group Centre for Population & Urban Research informed by demographer Dr. Bob Birrell.

PRIVATE vocational education is in crisis.Some of the causes of that crisis are well-known, such as the Department of Immigration and Citizenship's much-publicised changes to the skilled occupation list. However, other causes are less well-known, such as the build-up of bad debt within the sector.
These debts arose because, as Greg Keith, partner with Melbourne accounting firm Grant Thornton, recently explained to an industry seminar after auditing a large number of colleges in Victoria, many students have found ways of studying without paying providers.
How they can do this is deceptively simple. After having paid their fees, say, for a term in advance at one provider, they delay paying their subsequent fees for as long as possible after that. Once the provider loses patience with the student and cancels their enrolment, the student can simply re-enrol with another provider.
A very risky small business strategy when cash flow is king.....

AUSTRALIA has lost more than $400 million in the fallout from last year's attacks on overseas students, the Rudd government's escalating crackdown on dodgy private colleges and the high Aussie dollar.As the sector's relations with the Department of Immigration and Citizenship deteriorated last week, Universities Australia confirmed that a forecast estimate of a 16 per cent to 20 per cent drop in higher education visas had been realised....

"At the same time, pathways programs into universities are falling even faster, possibly exceeding 30 per cent for universities for next year according to a range of reports coming in."

Department of Premier and Cabinet reports since 2004-05 reveal taxpayers have funded public service trips to Asia, Europe and the United Kingdom to "market" the institution's Adelaide operations. The reports also show $150,000 has been spent on consultants advising on Carnegie Mellon.
The expenses come in addition to an initial $19.5 million State Government lure to bring the educator to Adelaide and an extra $3.8 million announced in May.

Australian Immigration Minister welcomes international students
Senator Evans said there was no basis for the concerns being expressed by education providers about the possible impact of proposed legislation which would allow the Government to cap and cease certain visa sub classes...
...Senator Evans said since February the Government had introduced a number of changes, including launching a new Skilled Occupations List (SOL), designed to ensure the skilled migration program targeted the occupations the Australian economy needs.
As a result of these changes, the Government has put in place generous transitional arrangements to assist international students adjust to changes to the General Skilled Migration (GSM) program....
....A skilled graduate visa allows former students to spend 18 months in Australia to acquire work experience and seek sponsorship from an employer willing to sponsor them into a job using those skills. This transitional arrangement will run through to the end of 2012.
‘We want to attract skilled migrants of the highest calibre but the changes we have announced in no way affect international students coming to Australia to study and then return home,’ he said.....

International Education Exports, Immigration, Australian Attitudes and Racism
As overseas students warned of more street protests this weekend, veteran University of NSW pro-vice-chancellor Jennie Lang warned that any suggestion of "capping" student numbers would be "the kiss of death" and turn away prospective students.
"It will trigger a massive downturn in applications to Australia and an upturn in applications to the UK and the US," Ms Lang told The Australian.
"The messages students are hearing through various channels is that Australia no longer wants international students, migrants or foreign investment."
Amid mounting attacks from the education sector, Immigration Minister Chris Evans yesterday said the government had no intention of putting a limit on the number of overseas student visas. He said the government wanted to control only the number of visas in key occupations, and graduate students could still apply for 18-month temporary work visas.
But Monash demographer Bob Birrell said the Department of Immigration and Citizenship had accepted thousands of skilled migration visa applications from former students since the beginning of last year when the critical skills list was introduced. "In principle, the new legislation, if passed, could be used to annul some of these visas and application money returned without Immigration considering the application," he said.

In the minds of many Australians, including Monash's Dr Bob BIrrell, the decrease in international students and immigration applicants (from Asia) is a successful outcome, why?
For the past ten years immigrants, refugees, overseas students and non European Australians have been used as a political football in Australian politics, media and society at large, as a wedge issue and a target to be demonised as undeserving, unwanted and unneeded.
However, what no one has explained to Australians, is how are we to deal with existing and future funding shortfalls for state institutions (and the public esctor at large) due to our ageing population requiring more health care, pensions and services, plus replacement of retiring baby boomers in the workforce and maintaining our taxpayer base? Further, it probably just confirms to our major trading partners i.e. Asia, that we are happy to sell them stuff for profit while actively avodingsocialintercation with Asia or in other words, informal "white Australia" policy. So Australia, be prepared, if you want good servcies and infrastructure, get ready for more big taxes and increased fees for services including education, great legacy for future generations.....
PS Nor does one have much sympathy for the state sector who have passively observed these issues raising without doing much to alleviate the situation.....

It is almost 50 years since Atticus Finch, the lawyer hero of To Kill a Mockingbird, was first heard. His values are sorely needed in Australia today as our political leaders chase the redneck vote and pander to fear...

He would surely be horrified at Liberal Party advertisements showing crude red arrows pointing to Australia and telling a blatant lie about this country somehow being swamped.....
Wouldn't Finch be alarmed at the distasteful displays of white Anglo-European racially motivated supremacism that are so prevalent in this society today? What of the attacks on Indian students and the dissembling by politicians and police who want us to believe that there is no racial motive involved? And what of the jingoism of Australia Day and Anzac Day? Displays that crush diversity and the concept of difference in the name of some mawkish patriotism that excludes indigenous Australia and newcomers to our shores?

There are also growing fears that tighter regulations and immigration restrictions are driving students away from Australia. The industry is frustrated that international students remain excluded from travel concessions in NSW and Victoria.
There is also concern that federal and state governments will make little new money available to boost accommodation and community engagement.

New Australian immigration rules hit economy
Confidential Immigration Department figures showing new visa applications suggest that Victoria, the state that is most reliant on foreign students, will be hardest hit, with 40,250 fewer students in the next year.
Modelling by Access Economics suggests this will cost 10,100 jobs in Victoria and punch a $1.17 billion hole in the state's export income, more than a quarter of the total value of the state's biggest export industry.
Many Australians would think that this is a succesful outcome as it means less Asians and Moslems coming to Australia i.e. those pining for a "neo white Australia" playing the race card, politicians of both sides, demographers such as Bob Birrell at CPUR, media who have been running scare campaigns claiming backdoor immigration and automatic study to permanent residency PR (both false) and meanwhile those actually responisble for integrity of the system i.e. DEEWR, DIAC and state regulators have avoided scrutiny? At best good old short term Australia not thinking of consequences.....

Australian population and immigration growth slows....
So much for the fear mongering on runaway population or immigration growth (plus playing of the race card) from conservative politicians both Liberal e.g. Abbott, Morrison etc. and Labor e.g. Carr, Thompson etc., environmentalists such as Flannery, anti immigration groups such as Birrell's Centre for Population and Urban Research, not to forget Dick Smith, Kevin Andrews et al. (How is the real estate and related media industry going to spruik this now?)
More useful would be debate as to how the above generations of oldies and ageing baby boomers health care, pensions etc. are going to funded through a decreasing tax base? Disengenuous bit, they do not tell younger Australains of generation X and Y that they shall be paying higher taxes for lesser and user pay services such health care, education, infrastructure etc.

Retirement revolution to shake world. YESTERDAY was my 58th birthday. If I were a Greek worker, I could retire. Although pension payments in Greece normally start about 61, special provisions allow anyone to retire at 58 if they have been in employment for 35 years. That, as it happens, is how long I have been at work. Treasury push for big migration boost to offset population ageing. TREASURY briefings to Population Minister Tony Burke advocate a high migration rate being used to offset the impact of Australia's ageing population and help maintain economic growth. But Treasury remains concerned the states are unprepared for a population boom, with housing shortages and infrastructure bottlenecks across the nation...
While Treasury forecasts NOM nonetheless falling to 180,000 by 2020, before plateauing, it warns a further fall to 100,000 and lower fertility would be enough to slow growth to 2.3 per cent, and slash gross domestic product by 17 per cent by 2050.
"Population growth ameliorates the ageing of the population," the ministerial brief states.
"Migrants tend to be younger on average than the resident population, boosting the labour force."
Australian Immigration Capping of Permanent Residency Applications
MMIGRATION Minister Chris Evans might soon have the power to force tens of thousands of international student graduates to leave Australia with just twenty-eight days’ notice. A bill quietly introduced into parliament late last month would give the minister sweeping powers to “terminate” applications for permanent residency, potentially enabling him to clear a massive backlog of applications from former students at the stroke of a pen. Tens of thousands of people seeking to come to Australia from overseas could also find their applications suddenly rendered null and void, despite the fact that they have invested thousands of dollars in the dream of moving to Australia and already waited years in a migration queue.
Although it hasn’t been reported elsewhere, news of the proposed amendment has spread rapidly through international student networks and online migration forums, sparking panic, outrage and consternation.....

Australian Universities and TAFE $300 million for international travel?
.... The Auditor-General noted that the growing importance of international fee revenue "increases the exposure for both universities and TAFEs to the increasingly competitive market for international students"...
...Employee-related costs rose by $207m, or 7 per cent, representing 56 per cent of expenditure. The report also calls on universities and TAFEs to tighten up monitoring of travel spending that amounted to $120m last year. It found that most universities did not set upper limits on the cost of accommodation while travelling.
The international activity that hath no name... "international travel rorting", total for Australian universities and TAFE would be $AUD300 million? In the age of ICT, Skype, internet based promotions and marketing where all prospective candidates can be found, not to forget the best marketing is word of mouth and managing the onshore student experience, the sector continues to see travel as a right, bonus or perk of the job, why?
Time for evaluation of international marketing and work requirements i.e. travel plans and the endless quest for activity requiring travel at public expense?

International focus leaves unis exposed. A YEAR ago, tumbling world stockmarkets were pressuring university finances, but the threat now is international revenue on which universities increasingly rely, even as investment markets recovers. The Victorian Auditor-General's report on the state's university sector highlights a dramatic recovery in finances as steep paper losses among wealthy institutions such as the University of Melbourne recover. But as the sector is braced for a drop in international student numbers following the Rudd government's tighter visa and immigration rules, the sector's dependence on international fees is only increasing
Inbound student market falters. AUSTRALIA'S international student market has gone into reverse with government figures showing commencements slumping 3.3 per in the four months to the end of April on the back of steep falls in the English language sector last month.
While international student commencements at universities continue to grow --- they are up 9 per cent so far this year --- English language schools are a key feeder for universities and the sector is now braced for a drop in demand

Ausztrál Bevándorlási Hivatal

Július 1-től tovább lehet jelentkezni általános szakképzett bevándorlásra, de már az új szakmai lista alapján. A pontozás egyelőre a régi rendszer szerint megy tovább. Ebben az évben már nem is várható a tervezett új pontozási rendszer létrehozása és üzembe állítása.
ASCO - ANZSCO
Akik még a régi ASCO-kódot kapták a szakma-elismerési papírjukra, azok különösebb gond nélkül felhasználhatják azt is, mert a Bevándorlási Hivatal közread majd egy megfeleltetési táblázatot. A régi ASCO-kódokat annak alapján átválthatják ANZSCO-ra. Nem kell majd új szakma-elismerést csináltatni.
Sorrendiség
Nem lesz kritikus hiányszakmák listája (CSL). Az új listán lévő foglalkozások feldolgozási sorrendje azonos lesz. A különböző alosztályokat külön-külön sorba rakják majd. Ez a sorrendi megkülönböztetés korábban is létezett, már a CSL előtt is, és továbbra is megmarad.
Szponzorálás
A szponzorálható szakmák listája (ENSOL, 457) egyelőre nem változik, csak a rajta lévő szakmák ANZSCO-kódot kapnak.
Az állami szponzorálásra alkalmas szakmák listáit az egyes államok írják majd elő, de csak a Bevándorlási Hivatallal való egyeztetés után. A szakmaválaszték számukra sem lesz korlátlan. Az ENSOL lesz a legbővebb lista, abból választhatnak. (A gyakorlatban az állami listák sokkal szűkebbek, mint a szövetségiek.)
Hosszabb távú tervek
A hivatal most dolgozik a munkáltató szponzorálta vízumosztályok (457, ENS, RSMS) felülvizsgálatán. A közelmúltban elkövetett toldozgatás-foldozgatás oda vezetett, hogy az ideiglenes 457-est most sokkal nehezebb megszerezni, mint az állandó ENS-t.
A rendszer úgy zavaros, ahogy van. Ha egy munkáltató ideiglenesre szponzorált egy szakembert és néhány hónap múlva állandóra akarja szponzorálni, akkor egy jogilag teljesen más szponzorálási engedélyt kell kérnie. A kétféle szponzorálási engedély helyett egy egységeset akarnak most kialakítani.
A 457-esen lévőknek lehetőséget nyújtanak majd az állandó lakosi státusz megszerzésére. A jelenlegi szabályok szerint ez számukra jóformán csak a munkáltatói szponzoráláson keresztül működne, de a munkáltatók általában nem akarják ezt meglépni.

Australia and International Education Agents
The implication is that institutions are forced to use "dodgy agents" and have no choice in agent appointments? In our experience many state institutions are not too fussy, provied they get candidates, and travel opportunities for joint marketing. As one International TAFE Director complained,
"students and other agents complain about agent X in country Y but they send me candidates so I do not care as my bosses expect ever increasing enrolments without knowing how or where they will come from....."
Further, it appeared that AEI Austrade's international education "marketing" or more accurately promotions policy was to encourage more and new agents to aggressively sell the Australian education industry (and AEI Austrade their own offshore services for which they were rewarded)? Was this facilitated by bonuses to Austrade personnel based upon indirect export sale indicators e.g. number of new agents, institution clients (looking for agents, visits and meetings), education fair participation and numbers of students recruited via events and in general from a market (even if work was done by agent)?
