Australian immigration Delay New SOL Skilled Occupation List

Update on announcement of New Skilled Occupations List. The Government is considering the report from Skills Australia containing their Skilled Occupation List. An announcement and publication of the new Skilled Occupation List for Migration purposes will be made in May.

Previous blog "Skills Australia Draft SOL Skilled Occupation List".

Australian Overseas Student Numbers Fall

AUSTRALIA'S $18 billion-a-year foreign students business is under pressure, with applications from its biggest market, China, forecast to plunge by as much as half for some universities and colleges.

The country's second-biggest export sector after resources is quickly losing market share to the US and Britain due to soaring costs and uncertain government policies, a situation that could trigger further closures by local tertiary institutions.

"There is certainly a degree of panic about Australia in the market here, and I am not sure if Australian institutions understand that," said Thomas Wang, the manager of Australian education at education agent China Star in Beijing.

"Some universities are expecting a fall of 20 to 30 per cent. "I think that's quite optimistic -- I think there will be a fall of 50 per cent for some universities."

The bad news from China follows the cut in student numbers from India, where a series of attacks on Indian students and a crackdown on visa applications saw a collapse of education sales , force the closure of about 20 vocational colleges.

China is the biggest foreign buyer of Australian education, with about 165,000 students enrolled in courses.

In a confidential recent cable to the government titled "Australia faces downturn in China's expanding international education market", AEI Australia Education International in Beijing warned that the nation's market share had dropped by 15-20 per cent this year and was due to fall by as much again next year.

"Based on their perceptions of the market, and their estimations of the decline in inquiries regarding study in Australia, most agents believe Australia lost between 10 and 20 per cent of its market share over the past six months," the cable from AEI said.

The cost of studying in Australia for Chinese students has doubled in just two years from about 400,000 renminbi to 800,000 ($126,940), due to a combination of rising fees, the soaring dollar and tougher requirements.

Overseas students contacted by The Australian are waiting for Skills Australia to release its review of the migration points system, especially the new priority Skilled Occupation List, which is expected to tighten the number of courses that lead to residency.......

Australia too expensive, say Chinese graduates. YE Menglu and Li (not her full name) are Chinese students who have ruled out coming to Australia for their studies... Qiao Yu, a consultant at Beijing Global Advance Students Service Centre, an agent who places students in offshore universities and colleges, believes half the students might choose destinations other than Australia... She cites an increase in tuition fees and more bank deposit guarantees demanded (up from $12,000 to $18,000) as the main reason for a drop-off in numbers applying to Australia..... "What's more, the new migration policy to be issued at the end of this month might cancel accountancy as a preferred course for migration. "This will make Australia less attractive to Chinese students."

Tourism Australia Nothing Like Australia

Nothing Like Australia website sees 8,000 contributions in less than two weeks and McEvoy calls for industry support.

Tourism Australia’s new website for its There’s Nothing Like Australia campaign has seen 8,000 contributions from Australians and TA boss Andrew McEvoy is now calling on the tourism industry to get involved.

In a column written exclusively for Thumbrella, McEvoy said half of the entries so far submitted have come from the states of New South Wales and Queensland with coastal and nature based activities the most popular experiences.

Ausztrália Bevándorlás

Az álmok végső kiárusítása folyik Melbourne utcáin. A február 8-án bevezetett szabály-változások sok Ausztráliában tanuló diák álmait törték össze.

Australia Student Migration Scams

'Easy' migration, fake certificate lures laid for students. MIGRATION agents are taking advantage of the federal government's recent immigration changes to charge overseas students tens of thousands of dollars for what some say are bogus services. A number of agents in Melbourne are now telling students they can migrate easily to countries such as Canada, New Zealand, Britain and the United States, for a fee.

Australia Population and Migration Policy

Nation building leader would back bigger country. POPULATION debates in Australia have always been highly divisive. During the early 20th century, popular and patriotic ideas of a grand Australia of 50 or 100 million, an "Australia Unlimited", were contested vigorously. A consensus on population remains elusive even today. Scientists and demographers hold conflicting views about what kind of population Australia can support.

From Per Capita one of the better reports on population able to say that population levels are not definitive, only patchy expert data available (like too many research fields at the centre of debate in Australia) and one would add "population" has become politicised due to being the "touchstone" issue of anti immigrationists, racists, populist politicians, environmentalists etc. Additionally, does not address issues related to how Australians live, and have lived i.e. lack of urban planning, profligate use of natural resources e.g. Murray Darling, large houses, car use, brown coal fired power stations, state system that leads to capital cities hogging resources thus becoming population magnets at the expense of regonal development.

Australia International Education Marketing

Uni demands cloud power of watchdog. UNIVERSITIES Australia is pushing for greater control of the development of the new national tertiary education agency following concerns the regulations will be too heavy-handed and undermine university autonomy. UA chairman Peter Coaldrake has written to Education Department secretary Lisa Paul calling for the functions of the Tertiary Education Quality and Standards Agency to be gradually phased in. UA argues the new body should initially focus on high-risk areas such as scrutinising non-university providers.

Contrary, arguing too heavy handed, then suggesting Tertiary Education Quality and Standards AgencyTEQSA should focus upon non university providers, i.e. public university's competition?

Australia's education report - market overhaul
. A major overhaul of policy and strategy as regards education export could help bolster the industry in Australia, or – as some fear – mean a decrease in incoming international students. Amy Baker reports.

Overseas student demand up and down. VOLATILITY in overseas student demand has been highlighted by leading indicators showing key universities up eight per cent, but English language courses suffering a record fall, with India down 85 per cent. "With the focus on violence and visa changes we have lost sight of the fact that the Australian dollar is incredibly strong against the US dollar and UK pound," English Australia executive director Sue Blundell told the HES Tuesday.

This is before new SOL skilled occupation list has been released, and new tougher student visa regime kicks in for China etc.....

Users determine a brand's value
. AS marketing academics go, Martin Kornberger is not a mass market product. For a start the Austrian expat, who teaches at the University of Technology, Sydney, has a PhD in philosophy. Rather than empirical evidence addressing specific issues of consumer behaviour, his new book, Brand Society, roams the largely uncharted landscape where sociology, psychology and political economy intersect with brand management.

Emphasises the need to be in touch with what the user, consumer, client or student thinks about a product, service and brand? Further, one could argue that cultural or social context influences the strength of brand connection irrespective of whether producer or consumer led. For example a middle class consumer from a developing top down society may place more importance upon brand and follow, versus one from a more socially, economically and culturally diverse first world country?

International Education Services Marketing Virtual Techniques and Tools

"Here you have a brand-new technology and a head of state actually using the technology to manage the country" Tech industry analyst on Norway's PM using an iPad to run his country while stranded in NY because of volcanic ash.

Will regular "travellers" now consider focussing upon virtual media rather than travelling and emitting excess carbon emissions?

Expert opinion lost to the world of internet "expertise", Critics culled in favour of blogs.

Curious to hear an actual critic on radio yesterday misrepresent the above report claiming that newspapers were using the public and user generated websites as an economy measure, when in fact the audience or users are preferring. Possibly the "public audience" trust their peers more than paid professionals or "industry" in media who maybe influenced by PR, advertisers, employer, next job, etc., and can access these user views independent of the mainstream media. "Professionals" should not be condescending toward user generation, and understand that they can be and are discerning. In the education sector confirms what has been happening for years, "word of mouth" is more important than institutional physical promotions and events

Start - ups' tools use social networking data to target advertising.

Hardly surprising in two ways. Firstly many of those whom are purportedly marketing, for example a service or product, are not in fact marketing at all but merely promoting and selling in short term, one observes this in the education sector where travel to physical events takes precedence over all other marketing channels. Formally, marketing is supposed to be about listening to the customer, modifying product and providing what meets their needs, not what the producer or provider specifies.

In this respect marketing is then closer to social anthropology to assess observe prospective users e.g. grounded research techniques to elicit and code related phenomena and developing a theory or structure from key phenomena, i.e. a product or service from user input.

Therefore, it is no surprise that virtual media mining and marketing have become so important as channels such as Google Adwords are driven by "keywords", or in other words, what the user specifies when seeking study opportunities thorugh online searches. Very empowering, but scary for traditional media, sales and PR to not only keep abreast of rapid change, but to retain their traditional physical organisational "authority" in the non hierarchical virtual world.

Foreigners Victims of Toxic Politics, Media, Immigration, Population and Racism

Toxic Politics, Immigration, Population and Racism

Toxic politics appeals to the unhinged. TODAY'S 15th anniversary of the Oklahoma City bombing ..... has prompted renewed concerns about growing anti-government sentiment. Is the political environment becoming so toxic we could see another Timothy McVeigh emerge? All of the above have put the nation ill at ease. Add to the mixture of organic anger and grassroots momentum the heckling language of Beck, Limbaugh and Co., and one fears that volatility could become explosive. What's next? Militias?

Not as extreme in Australia but similar vitriolic media narrative has been copied from America in the Australian media, with the target being overseas students and immigrants (non white).

Opposition says forcing immigrants into certain parts of Australia is undemocratic. THE federal opposition has rejected any move to force new immigrants to live in selected parts of Australia, saying it could only be done in a dictatorship. New Population Minister Tony Burke told The Australian last week the government would consider using the immigration system to force people to live in certain areas.

Stable Population Party says massive cuts needed to Australia's immigration intake. GRASSROOTS concern about Australia's burgeoning population is being ignored by the "hopelessly conflicted" major parties and needs a fresh voice in Canberra, says political hopeful William Bourke. Mr Bourke, a Sydney small businessman and founder of the newly established Stable Population Party of Australia, plans to field candidates in all states at the next federal poll, running on a platform of restricting the nation's population to 23 million. Nevertheless, he says massive cuts are needed to Australia's current immigration intake, including from the skilled migration program, family reunions, the high volume of New Zealanders allowed in, and overseas students.

Closed visa loophole gives bosses chance to exploit young. Student wage squeeze
. Article in Herald Sun but not available online, refers to demographer Dr.Bob Birrell of Monash University's Centre for Populatin & Urban Research, and journal "People & Place", feigning concern for Australian workers through demanding government make it even more difficult for overseas students and the education sector.

The first article, although American and observing more extreme phenomena, is now seen in Australia also, especially with the new MTR radio station where extreme or racist or bigoted views which are "shouted" by angry or middle class white men are now in the mainstream, especially race, identity and immigration (indirectly through debate about population, environment, property prices etc.)....... misinformed by demographers such as Bob Birrell, taken advantage of by politicians, talk back radio hosts and related bigots in marginal electorates.

Warning on racist gig. A WHITE supremacist festival scheduled for the Gold Coast today could signal the rise of neo-Nazi groups similar to those in the US and Europe, an expert warns. Sydney University sociologist Alec Pemberton said the festival marked a new development in Australia and warned against ignoring race-hate groups.

CEOs tip strong expansion and jobs growth
. CORPORATE Australia is preparing to back the economic recovery by pressing ahead with major expansion projects that will boost workforces in some cases by 10 per cent or more. The overall mood is still tempered by caution because of seismic events such as the Greek debt crisis, and local concerns about interest rate hikes and any premature withdrawal of fiscal stimulus.

Clarius Skills Index. National skills crisis set to re-emerge as Clarius Skills Index reports further increase in demand
. Australia’s move towards yet another national skills shortage has been confirmed in the latest Clarius Skills Index, with demand for skilled labour reporting a significant upswing. In the March quarter, 15 of the 20 skilled occupations measured in the Index reported an increase in demand with eight of those skilled categories showing demand exceeding the available labour. The eight categories are Building and Engineering and Computer Professionals, Building and Engineering and Chefs in the Associate Professionals category and Metal, Automotive, Wood and Hairdressers in the Tradespersons categories, which all scored above 100 in the Index.

Interesting that the draft or proposed SOL Skilled occupation List for 457 temoporary workers and skilled immigrants is not going to include chefs and hairdressers?

In 1955, $7000 bought a house. Now, it's not even a deposit on a dream
.

The impossible dream.

Timely warning of a housing asset bubble fuelled by younger generation's increasing debt and minimal deposits, while real wages have fallen over past decades. Further, ways to increase supply and soften demand include neither regional development (which should be the issue of the day) nor removal of tax benefits. The latter gives an inequitible advantage to investors, cashed up baby boomers and retirees, but politicians are terrified of upsetting this now dominant "oldie" demographic and their wealth? Is this the real issue of Australia, "oldies" who were nurtured by John Howard with attitudes about identity, population, migration, property, superannuation, health and benefits?

Don't panic but plan for population. Australia can deal with far more people, as long as we get the infrastructure right AUSTRALIA is the 18th most urbanised of the world's 204 countries, according to UN statistics. Although China may continue to be the locomotive for the world economy -- and the turbocharger for Australia's -- for the foreseeable future, it is heroic to assume that its growth will continue uninterrupted for 40 years and at present high resources prices.

More an issue of incompetent Australian goverment administration and planning in Australia, including infrastructure, yet continued population and economic growth attributable to China and Asian economies is not a given in future.

Australian Universities International Students Quality and Marketing

Rights fear for "outsiders" THE world's three million overseas students are treated as outsiders and nowhere in English-speaking countries do they enjoy comprehensive human rights, according to a new Australian study. Overseas students were really "temporary migrants", and all nations could choose to treat them as quasi-residents, the University of Melbourne's Simon Marginson told a recent conference in London

Agree, but has it taken 25 years for Australian university education experts and researchers to reach this conclusion? As a senior academic complained 15 years ago in the U.K., international student "cash cows" have been treated as "an expensive nuisance to be tolerated" by state sector institutions. In Australia, this has been accentuated further by condescending attitudes from personnel (often of anglo celtic stock) with racial undertones implying they (Asian students) have plenty of money and should not complain......

Survey gives students a voice. IN August, universities will be braced for a slew of embarrassing anecdotes and complaints when the National Union of Students releases the results of its first quality survey. NUS president Carla Drakeford gave as an example stories of students having to watch videos of lectures in which the camera had filmed the carpet rather than the lecturer's slides because it had fallen over.

Begs the question as to why universities have not been doing this already,or maybe they know what the results would be? It was clear when students start paying fees, first international now domestic, they become clients who will become more demanding. Those institutions who "market" i.e. satisfy "clients" by asking then providing what they want e.g. good quality teaching, resources, experience, outcomes etc. will succeed, if not...... No surprise with more competitiion the private sector are getting ready to attract domestic university students, as is the vocational sector..

Accredit to one's profession. Recent reports indicate a surge in the number of new private providers entering the higher education market. It's an industry facing increasing scrutiny but, in my view, more competition can be only a good thing, bringing more alternatives and long-term benefits to students. from Neil Shilbury chief executive of Kaplan Australia.

Another prediction coming to fruition, the private sector in an even playing field can meet student or client needs as well if not better than existing university system, especially if focussed upon one area of expertise, or professional area. Will be interesting to see what public universities are going to do, apart from ask for state hand outs? Already in e.g. Hungary, there are proposals to close or sell off state intsitutuons which are not meeting education goals, having a surplus of places and personnel (whose self interest perpetuates the idea they are "job shops" for ageing baby boomers?), nor attracting students. Mergers coming with other universites, international universites, private training companies, RTOs or TAFE? Private companies such as CSL opening up fee paying science learning and research centres as they already have clear pathways to outcomes i.e. high level research employment and commercial networks internationally?

Australian Population, Immigration, Refugee Attitudes

Women don't want a bigger population...... nor does the CPUR....

Do you think Australia needs more people? No

Do you think Australia needs less less people, and deal with an ageing and shrinking workforce, decreasing tax base and declining economy? err....

Asking Betts, Birrell et al of Monash University's Centre for Population and Urban Research CPUR about population and migration is like asking AFL's Andrew Demetriou whether the "world" football code of soccer should be developed further in Australia..... Sir John Monash must be turning in his grave with his name being associated with the CPUR's hidden agenda in its social research ..... and the rest....

Says more about Australia's relaxed attitudes to intolerance hiding behind population and environment debate, failure of state government urban planning, infrastructure funding, lack of serious regional development, over consolidated PR driven "skip" media and spineless politicians.

Political party differences are now like "Pepsi" versus "Cola" and encourage "dog whistling" and related negative media or social narratives in attempts to differentiate themselves for the sake of short term political power. This in turn feeds racists and bigots in marginal electorates who now dictate policy to governments who are terrified of offending, while incapable of leading on practical and moral issues of the day.

Who from the city or coastal fringes volunteers to stand in a regional town and tell them that they cannot have any immigrants, travellers, overseas students nor temporary workers while their young people leave, attract no new business investment, hospitals close and their footy teams disappear?

Australia really has been the "lucky country" to thrive economically and attract people, especially when our outlook is so pessimistic and seemingly intolerant. Obviously we are incapable of innovative and creative solutions exemplifying our supposed self confidence, as we seem to have the self esteem of a less developed country (i.e. at the expense of others we can kick around)? Not to forget gullibility or need to believe any old non expert or "head" (generallly white Australian of the older generation) who turns up in the media with a subjective opinion that implies or states directly that foreigners are not wanted?

At least some sense from Malcolm Fraser... "Take the politics out of border protection...".

Misinformation and Australian Population Migration Debate

Open Borders Free passage of people may be a liberal ideal but democracy gets in the way. SOME Liberals, and even a few on the Labor side, regard the Centre for Independent Studies as the repository of their deepest yearnings, offering prospects of uninhibited ideological pleasures, if only voters weren't watching. But they may blush at the latest offering in its magazine Policy: that we tear down our borders and allow the free movement of people between countries.

What if we raise the plank?
THE idea of slowing the nation’s population growth is tempting for any politician. No opinion poll taken in the past 60 years has found a majority of voters want to step up the immigration program, yet more than seven million immigrants have arrived since 1945. Australia has always felt like it was one intake away from having too many people chasing too few jobs, properties, seats on public transport and car parking spots in the city. But before either side consults its next poll, perhaps it should look again at NSW. The state stalled when it decided it didn’t need any more people.

The biggest game in town
. THE key to Australia's new population debate is the transformation of our immigration program during the past decade into a more flexible, globalised and far larger intake that has shattered the certitudes of the old system. The myth that haunts the immigration debate is that Canberra flicks the switch on and off at whim.....If (population czar) Burke can facilitate urban infrastructure planning, co-ordination and funding, his appointment will be a success.

Resources boom sounds a warning to immigration sceptics. OUR new population debate confirms the urgent need to convince Australians they will benefit from the new mining boom prosperity. Building a new economic growth consensus should be a central task for Kevin Rudd's new Population Minister Tony Burke and his bureaucratic support in Treasury.

THE recent spike in immigration numbers is at least partly due to a pen stroke
-- a change in the way the Australian Bureau of Statistics calculates its figures. Tens of thousands of people who were not considered migrants before the ABS's change in 2006 are now included in the count. One of the biggest contributors to the net immigration number, overseas students, is expected to wind back in coming years amid stronger competition from tertiary institutions in the US and Britain, and the recent Rudd government crackdown on dodgy colleges providing degrees that allowed graduates to stay on in the country.

OVERSEAS home buyers may be crowding locals out of the market. At backyard barbecues during the weekend, it's a fair bet conversations turned to the political panic-button topics of interest rates, immigration and property prices. Yet the sparse data that is available undercuts the anecdotal evidence. International property giant DTZ's project marketing director in Australia, Paul Barratt, reckons foreign investment in Queensland real estate has slumped more than 30 per cent in the past two years. Analysing the raw data provided by Queensland's Department of Environment and Resource Management, he found foreign investment in the state's property sector has crashed from $558m in 2007 to $355m in 2009. Foreign sales made up just 0.75 per cent of Queensland's property transactions last year, he found.

Much of the above just goes to show Australia's fear of difference and active intolerance, even if no evidence....

Students Podcast Online Study

Podcasasts and wikis turn cafes into lecture halls. FIRST-YEAR tertiary students are spending less time on campus and more time online, as podcasts of lectures become increasingly common. Three out of four students use podcasts of lectures and a third believe online lecture materials can be a replacement for attending classes, according to the nationwide survey of 2422 first-year students by the Centre for the Study of Higher Education at the University of Melbourne.

Effective Online, Virtual or eMarketing for International Education Services

Effective virtual, online or eMarketing is not technical and is merely good marketing practice and allows quantum leaps in the communication channel and analysis components of marketing and promotions, i.e. "electronic social anthropology".

Using the "AIDA" model, i.e. awareness, interest, decision and action, allows an institution to move away from (aggressive) direct business development and sales based round expensive physical and untimely print media, fairs and seminars to the more organic sustainable resources of student "word of mouth" and all year round virtual channels.

Effective international and domestic online education marketing requires the following elements, a Search Engine Optimised (SEO) website (only financial investment), Google Analytics, relevant reciprocal hypertext links leading to high Google Page Ranking, updated text and image content, relevant language input for online posts, up to date relevant language blogs, Facebook page for student and alumni interaction, other language videos on YouTube, targetted use of Google Adwords, potential affiliate system for distributors i.e. agent websites referring traffic, with ongoing feedback and analysis.

Online, virtual and eMarketing is NOT emailing of specials and newsletters to agents, static website in English only holding .pdf files, unlinked logos, limited links (not hypertexted), too many widgets or multimedia slowing site download and content not updated. Further, email enquiries must receive a "live" response, traffic monitored e.g. from where and which websites, and request for links must be reciprocal, not one way.

Marketing Australia Internationally

‘Not polarising’, ‘not colloquial’, ‘defensible’: The scary prospect of marketing Australia. Running the marketing of Australia must be one of the most thankless jobs in the world. Most of your 22 million stakeholders are going to have a view on your strategy, and of course feel entitled to express it. No wonder there’s been a long gap since “Where the bloody hell are you?” died. The evidence of how heavily it weighs was on display at today’s launch of the new position “There’s nothing like Australia”.

Property Prices Driven by Debt

Property boom spurs spending spree. SURGING property prices appear to be driving a spending spree in Australia, with home owners taking out bigger mortgages to help fund the purchase of big-ticket items, from new cars to holidays.....But regulators and economists fear that the borrowing binge could leave home owners vulnerable to rising interest rates, while any sudden reversal of housing prices might tip many into negative equity - when the size of the loan exceeds the value of the property.

Big four banks gorge on house mortgages. THE big banks may soon be forced to curb sales of mortgages after a feeding frenzy on housing over the past 18 months has lifted their share of the nation's property market to record levels. Any steps to slow mortgage sales are likely to hit first-home buyers hardest as they are considered riskier and surging property prices have forced them to seek larger loans

Australia Population Migration Policy

People problem inflated. Politicians and the public are in danger of misplaced panic over population. It is a touch depressing, but unsurprising, that we are back to the worst of the population debate. Everyone says, with a note of policy virtue, that we need to thrash out this very important issue. But so often the discussion becomes a pretty negative one. This is especially so when we are on the cusp of an election and the opposition sees a window of opportunity.

Australia Population and Migration

Coalition to reduce migration. Opposition immigration spokesman Scott Morrison yesterday told The Australian the Rudd government had allowed immigration to rise too high and the population figure that Treasury's Intergenerational Report predicted last September for 2050 was unsustainable. Mr Morrison said the Coalition would not allow the average net overseas migration of more than 300,000 a year that had occurred since the Rudd government took power to continue.

Nothing like good old "dog whistling" about population i.e. we will be overrun by Asians...... while business disagrees.....

Business rejects migrant cut. THE Coalition's plan to cut immigration numbers has thrown it on to a collision course with major business groups, which say they will fight the policy over fears it could threaten Australia's productivity.

And the numbers used in this issue from those against migration and population growth are misleading......

Rubbery figures on migrant flood. The number looks huge, but only because the ABS has changed the definition. Since 2006, people who enter Australia on a long-term temporary basis have been counted as migrants. If they had been counted before this, migration during earlier years would have been higher. In 2009, there were 1,440,000 people living in Australia on a long-term temporary basis, compared with just 790,000 five years earlier. About 580,000 are overseas students - current or former - permitted to remain in Australia for another 18 months. A further 550,000 are New Zealand citizens.

While others actually have solutions to Australia's unique state capital city logjams....regional development....

How to defuse population bomb
. THE Labor government's new population focus first needs to explain that a "big Australia" is a desirable and unavoidable byproduct of the rise of China and India.... ...Trying to cap population growth by limiting our resource development would risk our economic security and even national sovereignty, given the new geo-political balance of power in our Asian region.

But Labor's new focus then needs to examine why our population growth has been siphoned into a handful of state capital cities and created a shortage of land for housing in one of the planet's most sparsely settled continents... And one of the best-placed thinkers is this area, former NSW Treasury secretary Percy Allan, suggests the answer lies in Australia's political model of an expanding federal government and a handful of state governments that are highly centralised in their capital cities.. ...."No other developed nation, let alone continent, is as lopsided and myopic in its spatial development as Australia," Allan says.

Revolution Australia needs is to starve state governments of power and resources, just short of changing the constitution....

Australian Foreign Student Numbers Up

Foreign student numbers increase. IT COULD have been far worse. Despite a sharp drop in the number of foreign students - especially Indians - starting courses in Victoria, the total number of foreign students studying here this year has climbed by more than 5000.

Federal government figures show that while first-year enrolments fell sharply, as The Age reported yesterday, this was outweighed by more students staying in longer courses.

"Lies damn lies and statistics" or in aviation language many are in a "holding pattern". Unfortunately the writer does not understand the new regulatory changes to the industry and when the impact will occur.... Firstly due to fear of negative changes many prospective candidates applied to study early 2009 so that they could submit visa under former less strict visa regime. Then those already studying simply extended their studies and visa to see what happens with changes in the pipeline.....

The first of the big milestones is coming soon, the new SOL Skilled Occupation List upon which many base their course choice for PR outcomes, then new students will need to apply under the new visa regime..showing 50% more living costs..... the full effects may not be felt till early 2011 for many universities and TAFEs, but probabaly mid year though limited effect. Limited as many high risk countries e.g. India, China would have students submitting their pre visa assessments PVA late 2009 under old visa regime to be prepared for changes in 2010.....

Nézzük, hogyan is áll a közelmúlt statisztikája? Ez a 300 ezer csökkentés-e, mint ahogy az újság szalagcíme mondja, vagy pedig növekedés?

Részlet a Bevándorlási Hivatal statisztikájából.

Australia Skill Shortages SOL List

The future mix of skilled local workers and immigrants will reshape the nation WITHOUT a better qualified workforce, Australia will have to resort to the quick fix of much higher numbers of skilled migrants in the years ahead.

Under one scenario outlined in a report handed recently to the Rudd government, the skills deficit would amount to 250,000 job positions a year in the next five years alone.

In the next 15 years, a staggering 9.2 million job openings have been forecast, with just more than half driven by economic growth and the rest by the ageing population.

Australia would have no choice but to import skilled migrants on a vast scale to do the work that the domestic population is unable or unwilling to do.

Regional Development and Population

Tax to trigger release valve for choking cities. THE Rudd Government is uniquely placed to solve this country’s perennial failure to develop and service major population and commercial centers outside of capital cities, the National Farmers’ Federation (NFF) advanced today, releasing its Issues Paper Population Policy: A Taxing Issue.

“With the release of the Henry tax review imminent, it’s time to seriously deal with population policy in Australia and pull the tax trigger to re-energize and grow the under-developed 97% of the country that is regional Australia,” NFF President David Crombie declared.

“It’s an investment long overdue, but it’s also a solution to Australia’s unsustainable coastal city-centric population headache, with our major cities already suffocating under the weight of a national population of just 22 million people.

“In fact, about 88% of our total population is crammed into and around small coastal recesses, mainly Sydney and Newcastle, Melbourne, Brisbane and the Gold Coast, Adelaide and Perth – that’s just 3% of the landmass."

This is perhaps one of the few reports highlighting the real issue i.e. lack of planning, regional development and related incentives from state and federal governments. This is also ignored by the media so most Australians believe the only solution is to lower population growth through cutting immigration, which followed to its logical conclusion would preclude Tourism Australia attracting backpackers, education sector recruiting fee paying overseas students and employers attracting employees with skills not available in Australia e.g. health care.

Australia News Population Property Tourism Migration

THE federal government will consider slashing Australia's annual migration intake to help tackle concerns about traffic congestion, housing, hospitals, water and the environment. Just months after declaring himself in favour of a ''big Australia'', Prime Minister Kevin Rudd yesterday warned of ''legitimate concerns'' with population growth and appointed Agriculture Minister Tony Burke as Australia's first Population Minister. Mr Burke has been given a year to develop the country's first population plan, including a review of immigration levels.

Really? Only an issue for four state capitals yet no mention of regional development? Or is it acknowledging that "population" has become a euphemism in Australia for out of control migration from Asia i.e. racial undertones? Is also being used in the debate about property prices in Australia but it is not forigners causing a property bubble.....

Beware, it's the negative-gearer right next door. As we desperately seek that hidden explanation for higher property values - foreign investors supposedly picking up bargains .... According to the latest tax office statistics released on March 23 (and thanks to reader Vince Mahon for some useful data mining here) a stunning one in 10 taxpayers already uses negative gearing.

Moreover, the ''negative-gearer next door'' is claiming more tax deductions every year. The figures reveal the amount claimed - $8 billion-plus a year - has been growing at an annualised clip of 40 per cent.

But there is evidence that Australia does want people to come to Australia.....

The backpacking industry has been encouraged to leverage Tourism Australia’s ‘There’s nothing like Australia’ marketing campaign after managing director Andrew McEvoy unveiled the new strategy in Sydney this morning. A competition will launch on April 15 encouraging members of the public to share their experiences of Australia by uploading photographs of their favourite places along with 25 words of explanation starting with the phrase “There’s nothing like…”

Australia International Education Victoria

VICTORIA looks set to bear the brunt of a horror year for Australia's international education sector, with figures showing foreign students are turning away from the state's colleges and universities.

Figures published by the federal Education Department yesterday reveal that while international student starts for the first two months of this year are down 3 per cent nationally, they are down 12 per cent in Victoria compared with the same period last year.
