Federal Government and General Skilled Migration

While the Minister for Immigration and Citizenship, Senator Chris Evans, has just released a discussion paper on the review of the points test used to assess GSM applicants, those already in the process or about to apply are left unsure about their position.

Australian Education News Private Colleges International Students

Private college numbers soar despite regulators' crackdown. PRIVATE college numbers have surged by 20 per cent in the past year, defying the federal government crackdown and prompting a warning the sector is still expanding too fast for regulators to cope.


Unclear if this surge (like population and migration) is still occurring, and decisions made when economy and related was on an historical high? Still unclear how colleges are registered and regulated? Are the regulators going to conduct regulator financial audits of private colleges? A simple indicator agents use and often correct, is when commission invoices are not paid or payments constantly delayed .... Simply not an issue of more regulation of dodgy colleges as both state and private institutions are dependent upon offshore agents for candidates and if they become wary, like prospective students, it will only harm the health of the industry in future, including TAFEs and universities.


Gillard primes collapse fund. EDUCATION Minister Julia Gillard has announced an extra $5.1 million to cover fee refunds for overseas students when colleges collapse.



Not just tougher migration rules but also economy i.e. if employment difficult study in Australia is less attractive, perceived and actual tougher student visa regime, issues of violence spread through "word of mouth" or internet and high Australian dollar.




Trades college in financial trouble
. ONE of Melbourne's oldest colleges, specialising in cookery and hairdressing courses for international students, has run into financial trouble, with an outstanding debt of about $7 million. Hales Institute in Swanston Street had been in financial strife for several months before it was placed in voluntary administration yesterday. Students told The Age the college had recently been demanding tuition fees be paid in advance of the due date.


International students are a discerning bunch. LAST week, two reports on the perceptions of international students studying in Australia were released.


Yes they are, and to be commended that after incidents against students occurred that Swinburne and other universities participated in a fourth JWT Education survey of student perceptions. However, why has the Australian education industry processes to assess the student experience including learning, social, outcomes etc. been so patchy over past 20 years,if not non existent? The writer can claim that racism is overstated but anecdotal evidence has shown that it has become an issue in Australia that cannot be denied, especially when used for past 15 years as a political "wedge issue". At another level there has been a patronising attitude toward international students evident within institutions and amongst staff. Further, those who advise government and DIAC e.g. Dr.Bob Birrell and the Centr for Population & Urban Research at Monash University at best show antipathy toward foreigners, migrants, refugees and international students.

Hales College Melbourne Finance Problems

Hales, ONE of Melbourne's oldest colleges, specialising in cookery and hairdressing courses for international students, has run into financial trouble, with an outstanding debt of about $7 million.

Hales Institute in Swanston Street had been in financial strife for several months before it was placed in voluntary administration yesterday. Students told The Age the college had recently been demanding tuition fees be paid in advance of the due date.

Australia New University Research Students, Migration and India

AUSTRALIA: Many foreigners but few PhDs. So difficult has life become for Australian PhD and masters by research students that the numbers starting the degrees are falling and completion rates are among the lowest in the developed world. At the same time, foreign student commencements in PhD degree courses have rocketed by 125% over the past six years.


Is this a sympton of lower levels of maths science competency of high school graduates, and career guidance during their teenage years?



Queensland to draw up migration plan to curb population. Government is set to draw up a migration plan for the state that could act as a brake on southeast Queensland's rampant population growth while ensuring regional centres receive a steady supply of skilled workers. Premier Anna Bligh said the plan would allow Queensland to choose which skilled migrants settled in the state.



Do we a hear a "dog whistle" here? Surely the QLD government is some years too late in commencement of migration and population planning as population growth is probably now decreasing?



You pay to prove we're not racist. State Government spends $250,000 for Indian journalists to be flown to Australia. Taxpayers are paying $250,000 for Indian journalists to be flown to Australia to help fight a public relations battle over attacks on Indian students. The Department of Foreign Affairs and Trade, through its international media visits budget, is paying flight and five-star accommodation bills of $10,000 for each of 25 Indian reporters from the subcontinent to take tours of Australia, focusing on Melbourne.


Begs the question, what have the $100 million of taxpayer money spent annually on overseas travel, hotels and allowances by universities, TAFE, DFAT, Austrade, AEI, DEEWR, State Departments of Education and Tourism bodies etc. been used for if not promoting the same to India and Asia (while not using the internet for economic and effective communication and marketing)?

Australian Education Exports Cultural Clash?

Value of education exports `overstated by half'

THE real value of Australia's education exports is only about half the $15 billion claimed by the sector, and has been inflated by the partial use of official figures that rely on out-of-date assumptions.

Demographer Bob Birrell has co-authored a study that estimates the value of education exports at just $7.9bn in 2007-08, compared with $13.7bn in the balance of payments figures..... Universities Australia chief executive Glenn Withers attacked the report, saying it was "conceptually flawed and riddled with problems".


Withstanding Birrell's contentious and perpetual negative claims regarding immigration, foreigners etc., clear that he dismisses intangible long term social benefits of engaging with all social and economic classes from Asia (and elsewhere). Nor does he appear to have taken into account investment by students (namely parents/family) in real estate whether $AUD150,000 student apartment or $AUD1 million property in good suburb (and expenditure of full family unit)?

Related, he ignores the the origins of the Australian international education policy as a development tool, not purely utalitarian or financial, and that international students subsidise Australian students.

On the other hand, the Australian education industry has done little if anything to explain the tangible and intangible benefits to the Australian public. Many in the industry seem to view overseas students as an "expensive nuisance to be tolerated", i.e. mainstream Australia is still not comfortable in the globalised world and all the benefits it gives Australia, apart from nice food, good coffee etc.? One also recalls perception from 90s that overseas students were given free courses, free cars and free apartments......

Further, one has suspected that numbers have been inflated or window dressed for marketing purposes where all sorts of conflicts exist e.g. Austrade oversees export development grants and AEI Australian Education International conducts research, then both jointly take fees from institutions to provide market info and (short term) entry services..... then spruik ever increasing numbers.....

Finally, Dr. Bob Birrell, Centre for Population & Urban Research and journal "People & Place" researching, consulting to DIAC and commenting upon immigration, international education and anything remotely related would be like AFL or Rugby doing the same for soccer in Australia....another cultural clash?

Australian News Migration Education and Skills

Regional centres to boom now the bust has settled. SOME are calling it "payback year", others "the year of the investor". I see it as "the year of the regional centre". It's clear 2010 will be a different year to the previous one, with those who worked hard for not much reward in 2009 expecting better returns. These are the people looking for payback.

Australian Immigration Minister's announcement on Skilled Migration visas – 8 February 2010. On 8 February 2010, the Minister for Immigration and Citizenship, Senator Chris Evans, announced the following changes to the General Skilled Migration program:

1. the outcomes of a review of the Migration Occupations in Demand List (MODL)
2. the replacement of the current Skilled Occupation List (SOL) in the second half of 2010
3. offshore GSM visas made before 1 September 2007 would be capped and ceased
priority processing arrangements
4. skills assessment requirements for GSM applicants nominating a trade occupation.

WHILE West Australian Premier Colin Barnett was doing his best to play down any talk that his resource-rich state was on the cusp of an economic boom, statistics were not working in his favour. The Minister for Education, Julia Gillard, today officially launched the My School website during a visit to Tempe High School in Sydney.

The My School website went live this morning and has had more than 1.5 million hits as Australians have logged on to access comprehensive information about their local school.

My School contains important information about each of Australia’s 10 000 schools including the number of students at the school, the number of teachers at the school and how the school is performing in national literacy and numeracy testing.

Parents and school communities are also able to compare their school’s results with neighbouring schools and up to 60 statistically similar schools.
